In May 1669, the eighth year of his reign, he removed *Oboi and his followers to recoup the real power into his own hand. After taking over the reins of government upon coming of age, Kangxi put down the revolt of the three feudatories, brought Taiwan under his rule, and crushed the plot by the Junggar elite of the Mongolian tribe in the northwest to split the country, thus unifying China. Between the twenty-fourth and twenty-sixth year of his reign, he launched two campaigns to recover Albazin. After a series of battles and negotiations, the Treaty of Nerchinsk was signed in 1689 to legally finalize the border between China and Russia. Kangxi attached great importance to restoring and developing production. He ordered termination of the enclosure policy endorsed in the early Qing dynasty, and gave permanent exemption of head taxes on newborns to alleviate the<span style='letter-spacing:.2pt'> burdens of peasants. His <\/span>diligent rule for scores of years brought prosperity to the land, with the farming acreage expanding tremendously and the population growing at an u<span style='letter-spacing:.2pt'>nprecedented pace. By 1711, the fiftieth year of his reign, the Chinese population had already exceeded 100 million. The Emperor also took different measures to woo Han officials, celebrities, and scholars, thus assembling a large pool of talent on his ruling team. In the cultural field, he organized compilation of different kinds of books, mostly notably <i>The Compendium of Works of Past and Present Times<\/i>. He vigorously promoted Neo-Confucianism, held Zhu Xi in particular esteem, and assigned important posts to a large number of reputed Neo-Confucian scholars such as Li Guangdi, Wei Yijie, Xiong Cil&uuml;, Tang Bin, and Zhang Boxing. He was also the ruler, however, who started imperial China&#8217;s notorious literary inquisition<\/span>.
